Step 1: Complete forms
Complete Training Provider & Training Program application forms.  These can be found at  http://www.sbcounty.gov/wib/ under “Resources”, along with the State of California EDD ETPL Policies & Procedures that provide instructions for completing the forms. Please read Section V. Initial Eligibility Policy and Procedures A. Criteria for Initial Eligibility (1-7) which lists the criteria for initial eligibility. (Please note that the Bureau of Private Postsecondary and Vocational Education (BPPVE) has been replaced with the successor Bureau of Private Postsecondary Education (BPPE) for more information on the BPPE please visit:  http://www.bppve.ca.gov/.

  • Each training provider will only need to complete one Training Provider Application for their training facility.

  • A Training Program form for each different program/course must be completed.

  • To access the ETPL, follow this link: http://etpl.edd.ca.gov/wiaetplind.htm. This may be helpful if you would like to see how a program is displayed.
