Each year the County of San Bernardino receives grant funds from the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), and the HOME Investment Partnership Act (HOME) programs.

As part of the grant application, the County is required to submit a Consolidated Plan document that addresses the strategies and priority needs for using the three grant funds over a five-year period.

The Proposed Consolidated Plan is presented to the County Board of Supervisors at the end of March at which time public testimony is received and the Proposed Plan is revised as needed. After approval of the Proposed Plan by the County Board of Supervisors, the Final Plan is prepared and submitted to HUD.

The County adopted the five-year Consolidated Plan for fiscal years 2010-2011 through 2015 and the Action Plan covering July 1, 2010 through June 30, 2011 in April 2010. The 2010-2015 Consolidated Plan and the 2010-2011 Action Plan were submitted to HUD on April 26, 2010.
